George Arsenishvili was born in 1942 in the village Khirsa, Signakhi region.
In 1966 Arsenishvili graduated from Tbilisi State University, the Department of Mechanics and Mathematics, the speciality of mathematician. In 1970 he graduated from the postgraduate course in Kyiv Mathematics Institute and in 1971 protected dissertation for acquiring the rank of Candidate of Physics and Mathematics Sciences. Arsenishvili is the Doctor of technical sciences, a professor.
After the post graduate course Arsenishvili worked as a senior researcher at the Applied Mathematics Institute, a senior teacher of the Department of Mechanics and Mathematics, a senior teacher of the Theory of Relativity and Mathematical Statistics Chair. In 1973-1974 he worked on probation at Heidelberg University (Germany). In 1978 he was chosen the Cybernetics and Applied Mathematics Department Dean. In 1993 Arsenishvili protected a Doctor dissertation at Tbilisi Technical University.
George Arsenishvili published 52 scientific works. He is a Full member of International Academy of Communications.
In 1995 Arsenishvili was appointed as a State representative of the President in Kakheti Region.
On 11 June, 2000 George Arsenishvili was appointed by the President Decree as the State Minister of Georgia.

Zurab Zhvania was born in Tbilisi on 9 December, 1963.
In 1980 he entered Tbilisi State University where he studied in the Department of Biology.
After the graduation from the university in 1985, Zhvania worked in collaboration with a team of young people who were united to found the Ecological Association.
In 1992 the Constitution of Georgia was adopted, the free elections held in where 50 political parties and blocks participated. Under the leadership of 29 year old Zhvania, the Green Party gained support in the elections and transformed from a young political organizations into one of the most influential parliamentary factions.
In 1993 Zhvania gave full support to the Georgian President Eduard Shevardnadze initiative to found the Citizen’s Union Party. Shevardnadze was elected as the Citizen’s Union Party Chairman while Zhvania became its Secretary General.
The Citizen’s Union of Georgia earned an impressive victory in the elections of 1995 and became the majority party in the Parliament.
On 25 November, 1995 Zhvania was elected the Chairman of the Parliament.
As the result of the parliamentary elections of 1999, Citizen’s Union of Georgia retained the majority in the Parliament.
On 20 November, 1999 Zhvania was reelected as the Chairman of the Parliament.
Married, has three children.

The end of 1980’s and the first half of 1990’s of 20th century has been a special period for the constitutional process in Georgia.
The years 1989,1990 could be considered as the beginning of constitutional reforms. This was the time when revision process of basic provisions of the 1978 Georgian Constitution was made.
The law on “State Authority” dated November 6, 1992 became an important landmark on the way to establishing a constitutional order.
In February and March of 1993 the Parliament of Georgia formed the State Constitutional Commission presided over by Eduard Shevardnadze and commissioned it with preparation of a new editing of the 1921 Constitution of Georgia. All the representatives of the parliamentary factions (more than half of the entire composition), a large group of lawyers, policy experts and economists formed the Commission.
At the beginning of 1995, besides its own the Commission had 12 drafts presented by: political organization “Khma Erisa” (“Voice of the Nation”), the National Independent Party of Georgia, a group of young scholars from the International Law and International Relations Department of Tbilisi State University, the Georgian Republican Party, the Workers’ Interests Defence Society, the Georgian National Party, the Young Lawyers Association, the Godsons’ Union, Alexander Shushanishvili (on his own initiative) and The Citizen’s Union of Georgia.
Every draft submitted was considered in detail during the Commission sittings.
In May, 1995 the Commission members started the final discussion of the Constitution at the plenary sitting of the Constitutional Commission. The draft submitted by Eduard Shevardnadze was proposed as the basis of the discussion. On 2 July, 1995 the Commission adopted the draft and passed it the Parliament of Georgia for ratification.
Despite the active opposition on 24 August, 1995 the Parliament of Georgia adopted the new Constitution of Georgia. The Constitution consists of the preamble, 9 chapters, 109 articles.
